Country Station Manager – China
PRINCIPAL DUTIES AND RESPONSIBILITIES:
AS INTLREG COUNTRY REPRESENTATIVE:
Assisting INTLREG in achieving its goals and objectives by country.
Ensuring all INTLREG activities in his country are carried out in compliance with the statutory requirements, improving productivity, customer relations, and services.
Sales to customers within his country of the range of services approved by the Head of EOD, in accordance with the agreed sales plan and the sales and pricing policies set by the business stream.
Management and development of staff to provide sufficient resources and competency to meet present and anticipated future business requirements and in accordance with INTLREG policy.
Reviewing measures to achieve performance targets in conjunction with the Business Development manager.
Conducting spot internal financial audits on fee-earning Survey Stations within the country, forwarding a copy of the report directly to the Head of the EOD.
Developing sales plans, business plans, and budgets in conjunction with the Business Development managers.
Preparing, reviewing, and reporting on budgets.
Cooperate with other INTLREG managers to identify and realize cross-stream business opportunities.
AS A STATION MANAGER:
Ensuring all IRS Survey Station activities are carried out in compliance with local statutory requirements if applicable.
Ensuring that the administrative work is executed in accordance with established procedures, including survey control and reporting activities (non-technical aspects), invoicing, accounting, bank account control, budgetary and fee collection/recovery activities and payments to supplies.
Running an efficient system of control of office communication.
Maintaining an efficient filing system, including records of all periodical approvals, and a Technical Library, including records of the locations of all controlled and uncontrolled copies of manuals.
Making traveling and local visits to clients according to the policies and goals established by the Country Manager.
Monitoring sales and service delivery performance in his Survey Station against business stream and assisting the country manager in the development of sales plans, business plans and budgets to be complied by the Survey Station office.
Maintaining a mailing list of local clients and contacts circulating and publicizing, duly translated as necessary, press releases, brochures, magazines, and reports.
Monitoring of the surveyors’ activities.
Ensuring a uniform interpretation and application of the IRS requirements as laid down in the IRS Rules & Regulations, Survey Procedure Manual, and Circulars.
Consultancy in resolving technical problems.
Give advice to surveyors on technical inquiries of their respective disciplines.
Supervising general approvals of materials, works, equipment, etc, as applicable to each discipline.
Develop new training after performance evaluation (as applicable) in conjunction with the HR department.
Recruitment of new staff, in coordination with the HR Department.
Responsible of the implementation of the IRS Quality System in the Survey Station and taking action to correct any situation which has resulted (or could result) in a failure of a Quality System in the work within their disciplines, advising the THO of any quality problems as appropriate.
Ensuring there are procedures in place for the proper control and invoicing of IRS services in the Survey Station Office.
